The International Paralympic Committee (IPC) is the global governing body of the Paralympic Movement and is based in Bonn, Germany. Founded on 22 September 1989 as a non-profit organisation, we aim to be athlete-centered and membership-focused in all our endeavors.
Working with our 200 plus member organisations, we use Para sport as a vehicle to advance the lives of the world’s 1.2 billion persons with disabilities. The work of the Paralympic Movement has a transformational impact on society. A strong belief that Change Starts with Sport motivates our international workforce to work as one team, aligned and focused on fulfilling our vision and mission through delivery of the IPC Strategic Plan.
The IPC is a membership-based organisation, and our role is to serve and support our members who are made up of National Paralympic Committees, International Federations, Regional Organisations and International Organizations of Sport for the Disabled.
As of 1 January 2026, the IPC has 211 member organisations consisting of:

"To lead the Paralympic Movement, oversee the delivery of the Paralympic Games and support members to enable Para athletes to achieve sporting excellence."

The Asian Paralympic Committee (APC) is the governing body of the Paralympic movement in Asia based in United Arab Emirates. It has 45 National Paralympic Committees of the Asian continent as members. It organizes the Asian Para Games and Asian Youth Para Games. APC is affiliated to the International Paralympic Committee.

The International Blind Sports Federation (IBSA) has been representing and developing athletes and sports for people with visual impairments for 40 years.
As a founding member of the International Paralympic Committee (IPC), IBSA plays a crucial role in growing both Paralympic sports and Para sport more widely. It has become the world’s leading organisation for the development of sport for people with visual impairments.
Today IBSA is the world’s leading organisation for the development of sports for people with visual impairments. It has more than 100 members in every region of the world.
IBSA is the governing body for the Paralympic sports of goalball, judo and blind football and is responsible for their respective competition calendars, anti-doping, rules, governance and growth around the world.
Every person who is blind or visually impaired from around the world achieves excellence by actively participating in sports promoted by IBSA.
A global governing body that empowers people who are blind and visually impaired to experience quality life-changing opportunities and social integration through sports, thereby educating and inspiring the world.
